    New law requires escort vehicle drivers to be registered

    A new law passed by the Kansas Legislature went into effect on Jan. 1 that requires escort vehicle companies/service providers working with overwidth/overweight vehicles to be registered with the Kansas Secretary of Transportation, according to the Kansas Department of Transportation.

    The statute states that escort vehicle drivers must be registered, successfully complete an escort vehicle training course, and have a valid driver’s license. There is no fee to register or to renew a registration. Registration is valid for one year.

    “This change has added requirements between the escorts and the oversize/overweight vehicles, which will help improve safety and communication so there is a better understanding of the routes to be used and where everyone should be when moving these loads,” said Dominique Shannon, KDOT Bridge Evaluation Engineer. 

    KDOT worked with agency partners and law enforcement on the registration requirements for escort vehicle service providers. Starting this month, if an overwidth/overweight vehicle gets stopped for any reason by a law enforcement officer, the officer may verify that any driver escorting the overwidth/overweight vehicle is registered to operate in Kansas.

    “If a driver escorting an overwidth/overweight vehicle is not registered, the officer may require the load to stop until it has a registered escort driver,” Shannon said.

    To register as an escort vehicle service provider, visit the K-TRIPS website at www.k-trips.comand create a user account. After a user account is created, all required registration information for the vehicles and the drivers can be entered through the Company Data.     One of our fellow pilot car operators, Travis McKinnon, passed away unexpectedly, and away from home, while on a job. He is survived by his wife Marguerite McKinnon, and four children.

    On December 15th of 2018 the National Pilot Car Association (NPCA) began its annual election. The ballots remained open until 11:59 PM Central on December 31, 2018.

    This year the NPCA utilized a third-party solution provided by Election Runner. This allowed the NPCA to produce an audited election that provided transparent results to its members.

    There were no contested positions in the 2018 election – however we felt it was important treat this election as any other – and in doing so we are able to solidify the systems and processes we plan on using for future elections.

    The December 2018 NPCA Election is about to begin!

    All ACTIVE members will receive an e-mail tonight containing instructions on how to participate in the election. The ballots will be open until 11:59PM on December 31, 2018.

    Please take a moment to login to your NPCA account and check the status of your membership - ensure that your membership is ACTIVE and that your renewal date is AFTER 12/15/2018.

    The last quarter of 2018 has seen quite a few changes in the NPCA Board of Directors as we continue to fill vacant positions for both Officers and Regional Directors.

    On October 28, 2018 the NPCA Board of Directors unanimously agreed to appoint Isaac Kight to the vacant Senior Vice President position. This position will be up for election on this year's ballot - which Isaac is on unopposed.

    This move left a vacancy in the Legislative Vice President position that Mr. Kight had previously held. The NPCA Board of Directors then unanimously agreed to appoint this position to Jerry Johnson - who was previously a Regional Director in Region 2. This position is also up for election on this year's ballot - which Jerry is on unopposed.

    On November 18, 2018 the NPCA Board of Directors unanimously agreed to appoint Mike Myers as a Regional Director in Region 3, Director 2 with one year remaining on the term.

    On December 2, 2018 the NPCA Board of Directors unanimously agreed to appoint Amanda Malina as as Regional Director in Region 1, Director 2 with one year remaining on the term.

    These moves have left only one vacancy remaining on the NPCA Board of Directors - which is the Region 2 Director 2 position. If you would like to be considered for this position please let us know!

    The NPCA will release the final ballot for the December 2018 election tomorrow - please remember you must be an active member as of 12/15/2018 to be able to participate in this election. More details will soon follow - so stay tuned!

    During the NPCA Board of Directors conference call on Sunday, October 7th the Board unanimously voted to appoint John Dutt to the vacant Region 4 Director 1 position.

    NPCA President Mike Morgan has stepped down from his position as of July of 2018. Senior Vice President Bill Wegrzyn will assume the position of NPCA President until the next scheduled NPCA election in December. In a letter addressed to the NPCA Board Mike had this to say:

    "My participation in the NPCA has been a wonderful experience mostly due to the outstanding group of industry leaders I've had the privilege of working with side by side for the last few years. I have no doubt the future  of the NPCA is bright and vast, and I look forward to still participating in the Association as a member for years to come."

    Mike has been involved with the NPCA since it's formation, and he assumed the position of NPCA President in 2015 after the passing of Steve Barnes. He was a major influence in the NPCA's involvement with the FHWA Pilot / Escort Best Practices rewrite which was released in 2017. Mike has represented the NPCA at various industry conferences, events, and symposiums across the US. Mike also represented the NPCA in satellite radio and industry magazine interviews on multiple occasions. Mike addressed his resignation during the July conference call which you can listen to here.

    Bill Wegrzyn assumes the position of President with a game plan focused on member recruitment, association transparency, and benefits for NPCA members.
