    Specialized carriers. The increase in scrutiny and standards set by government and manufacturers alike will come as welcome news to a growing number of specialized carriers which are already requiring training, certification, insurance and managing performance and credentialing. Those carriers which are not operating at the same standard as their more safety-conscious peers, will find themselves at a competitive disadvantage.

    Specialized Carriers & Rigging Association (SC&RA). The tremendous leadership at SC&RA consistently brings specialized carriers and pilot companies to the table for meaningful collaboration. Positive outcomes (e.g., increased safety, understanding and mutual respect) occur when leaders from the specialized carrier and the pilot industries conduct ongoing and transparent discussions.

    North American Pilot Vehicle Safety Alliance (NAPVSA). NAPVSA brings together diverse groups of officials, representing both the public and private sectors, who all have a vested interest in improving safety through certification, credentialing, training and proper insurance.

    National Pilot Car Association (NPCA). NPCA is the first legitimate pilot industry trade association with demonstrative successes in collaborating with both public and private sectors, advocating for improved training, proper insurance and improved safety.

    Pit Row Group/ProMiles/Evergreen Safety Council. A private sector partnership which offers enhanced certification, public service announcements and software solutions designed by the industry for the industry, including “Pilot Car Manager” and “Permit Manager powered by ProMiles,” both are intended to provide the specialized carrier industry comprehensive, electronic vetting, procurement and procedures to ensure qualified, safety-conscious pilots escorting oversize loads.

    The lack of training programs and/or certification in Canada led Nova, in 2018, to create its own Pilot Car Training Course based on SC&RA & FHWA Best Practices. Nova Pilot Escort Vehicle Operators (PEVOs) must go through our class and must pass the exam before earning the right to be on the road with our instructor. Once the Nova standards are met, the PEVO is then authorized to operate on its own. Another layer of experience must be met before a PEVO might be considered to operate as a Height Pole Operator for high loads and to also be able to perform route surveys. The better trained and the more experienced the PEVO’s become, the less chances of unwanted situations arising. Carriers must see PEVO’s as an added value and safety layer rather than only a requirement imposed by the jurisdictions.

    We are proud supporters of each of these organizations and the various initiatives to lead the industry in roadway safety.

    Good Day

    Happy New Year and Hope everyone had a great start to 2021. The NPCA has some updates for everyone. For starters, our January conference call will be moved to Sunday January 17th. (NOT ON THE 10) We also would like to thank everybody for filling out their voters’ card from December regarding NPCA boards of directors. We also would like to remind everybody stay extra safe out there while conducting business. we continue to wish everyone to arrive home safely.     OVERVIEW of best practices guidelines documents 

    This best practices guidelines document summarizes the material found in the 2016 Pilot/Escort Vehicle Operators Training Manual. The 2016 Pilot/Escort Vehicle Operators Training Manual is the result of extensive research, review, and analysis of existing pilot/escort vehicle operators (P/EVO) training materials, laws and rules relevant to P/EVOs, incident reports, and case studies and other information focused on the movement of oversize loads.

    Contributors to this best practices document include the Federal Highway Administration (FHWA) Office of Freight Management and Operations, the Specialized Carriers and Rigging Association, and the Commercial Vehicle Safety Alliance, along with the Owner Operator Independent Drivers Association. Other contributors include P/EVOs, other professional associations, permitting officials, education professionals, transportation officials and engineers, insurance industry representatives, and enforcement officers. Additional guidance for the contents of this document was received from Western Association of State Highway and Transportation Officials, Southern Association of State Highway and Transportation Officials, Northeast Association of State Transportation Officials, Mid-America Association of State Transportation Officials, and many State department of transportation representatives, and others participating in the FHWA- sponsored Pilot/Escort Best Practices Working Group.

    The Pilot/Escort Vehicle Operators Training Manual, its companion Pilot/Escort Vehicle Operators Study Guide, a P/EVO training presentation, and these Pilot/Escort Vehicle Operators Best Practices Guidelines are available to State agencies, training providers, and others involved in the training and certification of P/EVOs. Each of these documents can be used individually or in combination, and are available at no charge from FHWA's website. The format of these materials offers flexibility to meet the needs of the pilot/escort operators, from one- or two-car companies to more complex multi-state operations.

    Learning how to be a P/EVO is similar to most other professions—individuals learn how to do the job primarily by doing it, but they must start with a basic understanding of how things work. The purpose of this document is to concisely present basic principles of pilot/escort operations. It is not possible to include detailed aspects of these operations, just as it is not possible to make highly specific laws and rules, not only because of the substantial differences among States with respect to pilot/escort operations, but also because of the seemingly infinite variety of oversize loads themselves. Add the elements of weather, the variety of roadways and traffic conditions, and the varied levels of experience and preparedness among the load movement team, and one can quickly understand the statement: Moving oversize loads is a prototypical proposition—that is, every move is different.
